| چکیده | ||
| زمینه پژوهش: سیستمهای سکونتگاهی معاصر که تحت تأثیر رشد کریدورمحور، پیرامونشهرنشینی (Peri-urbanization)، توسعه شهرهای میانی، بازسازی دیجیتال و پیامدهای اقلیمی شکل گرفتهاند، از مرزهای اداری حاکم بر خود فراتر رفتهاند. این امر منجر به ایجاد یک عدمانطباق ساختاری میان جریانهای عملکردی منطقهای و اختیارات قانونی (حاکمیتی) شده است. این شکاف در مناطق بهسرعت در حال شهرنشینی «جنوب جهانی» (Global South) بهویژه در «منطقه پایتخت ملی دهلی» (NCR) هند، بهعنوان یک کلانمنطقه چهار ایالتی با ۵۸ میلیون نفر جمعیت که علیرغم یکپارچگی عملکردی بالا، دچار قطعهقطعهشدگی عمیق نهادی است، بسیار حاد و مشهود است. اهداف پژوهش: این مطالعه با هدفهای زیر تدوین شده است: (۱) تبدیل مفاهیم «یکپارچگی سکونتگاهی»، «چندمرکزی بودن حکمرانی» و «ظرفیت انطباقی» به سازههای قابلسنجش؛ (۲) توسعه یک چارچوب کمی برای پیوند دادن این سازهها از طریق روابط علیِ قابلآزمون؛ (۳) بومیسازی تجربی این چارچوب در مورد منطقه دهلی-NCR؛ و (۴) مدلسازی آیندههای جایگزین حکمرانی تا سال ۲۰۵۰ بهمنظور ارزیابی اینکه چگونه اصلاحات نهادی میتواند مسیرهای توسعه منطقهای را تغییر دهد. روششناسی: این مطالعه از طراحی مدلسازی کمی مبتنی بر شاخص (Index-based) به همراه تحلیل سناریو استفاده میکند. این پژوهش «چارچوب یکپارچه حکمرانی سکونتگاهی» (ISGF-Q) را توسعه میدهد که شامل سه شاخص ترکیبی است: «شاخص یکپارچگی سکونتگاهی» (SII)، «شاخص چندمرکزی بودن حکمرانی» (GPI) و «شاخص ظرفیت انطباقی منطقهای» (RACI). این شاخصها بر اساس دادههای ثانویه پیرامون شاخصهای اقتصادی، حملونقل، دیجیتال و اکولوژیک برای منطقه دهلی-NCR ساخته شدهاند. سه سناریوی حکمرانی (وضع موجود، هماهنگی چندمرکزی و تمرکزگرایی یکپارچه) تا سال ۲۰۵۰ شبیهسازی شده و تحلیل حساسیت بر روی وزندهی شاخصها انجام گرفته است. یافتهها: شبیهسازیها تا سال ۲۰۵۰ نشان میدهد که هماهنگی چندمرکزیِ بالاتر در کنار همسوسازی زیرساختهای آیندهنگر، باعث کاهش نابرابری فضایی، بارِ رفتوآمد و ریسک مواجهه با تغییرات اقلیمی، بهترتیب به میزان ۱۸ تا ۲۴ درصد، ۲۲ تا ۲۸ درصد و ۱۵ تا ۲۰ درصد نسبت به روندهای «وضع موجود» (Business-as-usual) میشود. نتیجهگیری: این پژوهش دارای پیامدهایی در سه سطح است: در سطح نظری، از طریق صورتبندی رابطه میان یکپارچگی سکونتگاهی و حکمرانی چندمرکزی؛ در سطح روششناسی، از طریق ترکیب شاخصهای ترکیبی با مدلسازی سناریوی پویا؛ و در سطح هنجاری، از طریق تشریح مسیرهای قابلسنجش برای اصلاحات حکمرانی که قابلیت تعمیم در محیطهای کشورهای سازمان همکاری و توسعه اقتصادی (OECD) و همچنین کشورهای «جنوب جهانی» را دارد. | ||
