| چکیده | ||
| این پژوهش با هدف تبیین نقش برنامهریزی مشارکتی در پیادهسازی مؤثر و زمینهمند اصول «شهر اسفنجی» در سکونتگاههای غیررسمی مشهد و با رویکرد مدیریت پایدار آب شهری انجام شده است. مطالعه حاضر با روش تحقیق ترکیبی (کمی-کیفی) و با استفاده از ابزارهای پرسشنامه ساختاریافته (نمونهای ۴۲۰ نفره)، مصاحبههای نیمهساختاریافته با مدیران و نمایندگان محلی، گروههای متمرکز و مشاهده میدانی در چهار محله غیررسمی منتخب مشهد (خواجهربیع، قلعهساختمان، سیدی و جاده قدیم قوچان) به اجرا درآمد. دادههای کمی با نرمافزارهای SPSS و SmartPLS و دادههای کیفی با MAXQDA تحلیل شدند. یافتههای کمی نشان داد که متغیرهای «مدیریت پایدار آب» (با ضریب مسیر ۰.۵۲) و «مشارکت مردمی» (۰.۴۱) بیشترین تأثیر را بر آمادگی پیادهسازی شهر اسفنجی دارند و در مقایسه با مؤلفههای کالبدی مانند «زیرساخت سبز» (۰.۲۱) و «سیستم جمعآوری آبهای سطحی» (۰.۲۹) از اهمیت بالاتری برخوردارند. تحلیل کیفی نیز مؤید نقش محوری ضعفهای نهادی، ناهماهنگی سازمانی، کمبود زیرساختهای محلی و درعینحال وجود ظرفیت اجتماعی و تمایل به مشارکت در بین ساکنان بود. نتیجهگیری کلی پژوهش حاکی از آن است که موفقیت شهر اسفنجی در سکونتگاههای غیررسمی، بیش از آنکه منوط به راهکارهای فنی و کالبدی باشد، در گرو تحول در حکمرانی آب شهری، نهادینهسازی مشارکت واقعی ذینفعان محلی و انطباق طرحها با شرایط اجتماعی-نهادی خاص این بافتها است. این پژوهش چارچوبی عملمحور ارائه میدهد که در آن برنامهریزی مشارکتی بهعنوان حلقه واسط ضروری بین سیاستگذاری، طراحی فنی و اجرای پایدار شهر اسفنجی عمل میکند. | ||
